Job reference number 96208 Senior Investigations Manager Salary starting from £58,500 (London), £53,000 (National) with 18% bonus potential, £4,800 car pot, Full Healthcare and 27.5 days annual leave Full time Permanent Hubs (London – Farringdon) (South – Birmingham) (North – Warrington) About the role The role is that of a Senior Investigation Manager, managing several teams of investigators, deployed in accordance with the requirements of whichever of its three judicial systems apply to the work. You will be accountable for the delivery of effective investigative outcomes as tasked in relation to crime, loss and compliance related risks to RMG, particularly in relation to commercially motivated threats to the business, including organised crime and corruption, except where they fall by policy or Chief Compliance Office agreement under the responsibility of other business groups. You will ensure that the team is effective at delivering timely, cost-effective and thorough investigative outcomes, with the capability to address serious, complex and organised crime and so support the identification, reduction and prevention of current and emerging risks to the business. You will also need to deploy RMGS investigative policies and standards (including training, development and safety), ensuring that all business and legislative requirements are met, and ensuring that the team deal appropriately and legally with any information requiring restricted or confidential handling. You will be responsible for building the continuing ability of the team to construct evidential criminal case files to a standard able to be prosecuted by the Group Legal Criminal Law Team (CLT) and provide resource to assist the CLT and other business groups to gather evidence and information for preparing cases to deliver incident resolutions and non-criminal disposals, including debt recovery and civil litigation. You will need to maintain effective two way communication conduits with the CLT, and Intelligence Unit and others, to identify and overcome evidential gaps during case building, and ensure efficient use of resources to fill intelligence gaps. You will also need to ensure the professional joint operational working of the team with domestic and foreign law enforcement agencies, investigation functions within other relevant businesses, as well as specialist investigation services, to enable the effective and efficient shared use of resources to address and prevent identified risks to Royal Mail Group. You will be expected to actively participate in operational decision making groups when required, and ensure the provision of resource from the team for meeting allocated tasking needs and when otherwise required. You will maintain the professional development of the team to ensure sufficient resilience is available to meet fluctuating resource demands in relation to specialist, complex or covert investigation, or intelligence gathering requirements. You need to manage the evaluation, prioritisation and proportionate allocation of finite team resources to achieve the best outcomes for RMG, whilst supporting the safety of our people; enhancing our brand and reputation; protecting our own and our customers’ assets; delivering our regulatory obligations; safeguarding and recovering our revenue; improving customer confidence in us and our products, and maintaining compliance standards and the integrity of our staff. It will be expected that you will maintain sufficient flexibility, innovation and agility within the team to be able to allocate resource to promptly tackle emerging risks or crimes in order to protect the interests of Royal Mail and its shareholders, and act as Senior Investigating Manager for criminal investigations allocated to the team, ensuring all investigation activity is effectively supervised and recorded and that all investigations are regularly reviewed. About you You will be a criminal justice or security professional with a knowledge and experience of leading criminal investigations into serious or complex crimes as a Senior Investigator and experience of working with prosecuting lawyers and legal counsel in tracing and seizing assets and prosecuting offenders. You will need to will have extensive experience in an investigative leadership position, able to evidence successful operational level partnership working within the security industry and elsewhere, and be able to demonstrate a history of utilising intelligence led risk management, and the application of best practice in practical risk management situations. You will have experience of the successful financial management of budgets and resources, experience of planning and managing both overt and covert operations including producing RIPA applications, and project and change management experience, demonstrating the ability to manage people through significant change. You will have detailed knowledge of relevant legislation including Police and Criminal Evidence Act 1984; Regulation of Investigatory Powers Act (RIPA) 2000; Criminal Procedure and Investigations Act 1996; Data Protection Acts; Public Interest Disclosure Act 1998; Human Rights Act 1998; Fraud Act 2006; Bribery Act 2010; Proceeds of Crime Act 2002; Postal Services Acts and Computer Misuse Act 1990. You will also have knowledge of the National Intelligence Model principles and tasking processes, knowledge of the Criminal Justice Systems across the UK be able to understand Royal Mail’s business strategy, commercial priorities, risks and regulatory environment, including the Essential Condition. You will possess strong leadership and performance management skills, excellent judgment and decision making skills, excellent communication skills (written and ogral), strong influencing and negotiation skills, attention to detail and ability to present findins effectively, the ability to deal with conflict and sensitive situations and be an excellent team player. You will have a recognised qualification in risk management, security or criminal justice sector subjects (or equivalence from substantial experience working at case officer level in a serious crime investigative environment in a Law Enforcement or Prosecution environment). You will also be an accredited Investigator at PIP level two (Investigation Manager) or equivalent. Holding a Fraud or Financial investigation accredited qualification is desirable.
